Ukraine and the USA signed a $522 million memorandum on energy infrastructure security

Ukraine and the United States of America have signed a memorandum of understanding on cooperation to ensure the resilience of the country's energy system. The total amount of funds is $522 million, with $100 million to be provided subject to certain conditions.


The cooperation agreement, published on the website of the US Embassy in Ukraine, provides for measures to increase the resilience of Ukraine's energy system, including the restoration of critical infrastructure, the introduction of distributed generation, energy sector reform, and support for Ukraine's transition to a low-carbon and EU-integrated energy economy.


The agreement also provides for cooperation in the field of civilian nuclear energy and security of Ukraine's important energy facilities, including physical protection against drones and missiles, cybersecurity, and other measures.


The agreement provides for the allocation of $522 million to strengthen Ukraine's energy system. An additional $100 million will be made available if certain conditions are met.


The Government of Ukraine is obliged to approve a new charter and establish the Supervisory Board of the Ukrainian GTS Operator LLC by October 30, to start the procedures for holding a competition for the election of members of the Supervisory Board of NNEGC Energoatom by November 30, and to form Energoatom by December 31.


In addition, the National Energy and Utilities Regulatory Commission should establish the procedure, scope, degree and frequency of providing information on wholesale energy trade in accordance with REMIT legislation by April 1, 2024.
