Ukraine wants to expand the 5-7-9 loan program: loans for the installation of small power plants

The Cabinet of Ministers intends to expand the 5-7-9 loan program to distributed generation projects: small biofuel power plants, highly maneuverable gas-fired power plants, energy storage systems, etc. This was announced by the Ministry of Economy following a meeting with business to strengthen Ukraine's energy security.


Since the beginning of spring 2024, Russia has destroyed up to 9 GW of electricity generation capacity in Ukraine.


The government hopes that businesses will participate in the restoration of power capacity and the development of distributed generation, but they need access to financial resources. That is why the Cabinet of Ministers decided to turn to the 5-7-9 program.


“One of the tools that has proven itself very well and that the government can offer to businesses is concessional lending under the 5-7-9 program. The government is currently preparing a decision to expand this program to distributed generation projects. This is up to UAH 150 million of loans on favorable terms, which is enough to implement small projects. At the same time, we will work with our partners from the EBRD and the European Investment Bank to quickly attract Ukraine Facility funds for energy recovery,” said Deputy Minister of Economy Oleksiy Sobolev.


Municipal authorities are encouraged to implement their own projects to increase the energy capacity of heating companies through public-private partnerships.


The meeting also raised the issue of military risk insurance, solutions that will allow commercial banks to lend more actively to distributed generation projects.
