Rada Committee approves increase in excise tax on fuel and cigarettes: details

The Verkhovna Rada Committee on Finance has supported an increase in the excise tax on fuel. This was announced by MP Yaroslav Zheleznyak. 


The changes to the excise tax are part of the approximation of Ukrainian legislation to EU legislation.


Thus, the draft law No. 11256 establishes a schedule of annual increases in such rates from July 1, 2024, to December 31, 2027 (for four years).


As a result, starting from January 1, 2028, the following excise tax rates are proposed for the main types of fuel: for gasoline - EUR 359 per 1000 liters, for diesel fuel - EUR 330 per 1000 liters, for liquefied gas - EUR 277 per 1000 liters.


In particular, starting July 1, gasoline rates will increase from EUR 215.5 to EUR 242.6. This will lead to a 1.50 hryvnia per liter increase in the price of gasoline at the pump. Diesel fuel rates will increase from 139.5 euros to 177.6 euros. This will result in a UAH 1.95 increase in the price of diesel at the pump. Autogas rates will increase from €52 to €165. This will result in a 5.8 hryvnia increase in the price of diesel at the pump.

 

 

The committee also supported an increase in excise taxes on cigarettes.


“The excise tax on cigarettes is pegged to the euro, not the hryvnia. In 2025, the excise tax will increase by +23%, and then in 2026-2028 it will be +5%. This year, there will be an increase only in case of devaluation,” Zheleznyak said.
