The Venice Commission will analyze the Ukrainian law on national minorities without a request from Kyiv

The Venice Commission will prepare its opinion on the Ukrainian law on national minorities within the next five months.

 

 This was reported to the Commission on February 2.

 

 "At the request of the Chairman of the PACE Monitoring Committee dated January 30, 2023, the Venice Commission will prepare an opinion in accordance with the Law of Ukraine "On National Minorities (Communities)". The draft opinion will be presented for approval at the 135th plenary session of the Commission, June 9-10, 2023 in a message.

 

 This law is among the seven recommendations of the European Commission, which Ukraine must implement in order to move towards EU membership. At the same time, the recommendations state that the law should take into account the opinion of the "Venetian woman". Ukraine did not seek such a conclusion before the adoption of the law in December 2022, although it used the previous conclusions of the VC and asked the opinion of other institutions of the Council of Europe.

 

 With the conclusion only five months away, Ukraine will have less time to correct potential objections to the law before assessing its European integration progress in the fall of 2023.

 

 Also, the Venice Commission announced that in March they will publish a conclusion on the law on deoligarchization - which is expected from the fall of 2021 and without which the implementation of one of the seven recommendations of the European Commission will also be delayed.
