Zelensky increased fines for mobilization violations: what has changed

President of Ukraine Volodymyr Zelensky has approved a law aimed at increasing fines for violations in the field of mobilization and military accounting. This information was published on the official website of the Verkhovna Rada.


According to the document, signed by the head of state on May 17, in case of violation of the rules of military accounting (according to Article 210 of the Code of Administrative Offenses), the perpetrators may pay the following fines:

  • In peacetime: from UAH 3,400 to 5,100;
  • Repeated violation within a year: from UAH 5100 to 8500;
  • During a special period: from UAH 17,000 to 25,500.


The law also provides for fines for violation of the legislation on defense and mobilization (in accordance with Article 210-1 of the Code of Administrative Offenses):

  • In peacetime: from UAH 5,100 to 8,500 for citizens, from UAH 17,000 to 25,500 for officials and legal entities;
  • Repeated violation within a year: UAH 8,500 to UAH 11,900 for citizens, UAH 25,500 to UAH 34,000 for officials and legal entities;
  • During the special period: from UAH 17,000 to UAH 25,500 for citizens, from UAH 34,000 to UAH 51,000 for officials and legal entities.


The Law also provides that Territorial Military Commissariats (TCC) may not draw up protocols for violations in case of failure to appear by a person who has been duly notified and TCC has documents confirming receipt of the summons.
