The Verkhovna Rada of Ukraine is actively discussing proposals to seriously modernize the rules for deferring military service. According to the draft law, which is being prepared for registration, students pursuing their second and third higher education, as well as spouses of disabled persons and their relatives of non-first degree of kinship, will lose their previous right to deferment.
The relevant bill is already being prepared for registration. This was reported on Facebook by Marianna Bezuhla, MP from the Servant of the People party, Deputy Chairman of the Rada Committee on National Security, Defense and Intelligence.
Regarding relatives of disabled people, she writes the following:
"The circle of citizens entitled to deferment of care for a person with a disability of groups I and II or in need of constant care to family members of the first degree of kinship is being reduced, and the possibility of evading conscription during mobilization by registering fictitious care for persons in need is being eliminated.
Currently, persons engaged in full-time care of their spouse's parents are entitled to a deferment, while the amendments provide that persons who care only for their parents will be entitled to a deferment.
Conscripts who have a spouse with a disability of group III lose the right to deferment.
The circle of persons entitled to deferment for the care of a person with a disability of groups I and II or a person who, according to the conclusion of the MSEC, needs constant care, has been reduced to family members of the first degree of kinship (parents and parents of the spouse, children, children of the spouse, including adopted children)."
In addition, students pursuing their second or third higher education are to be deprived of a deferment from mobilization.
"The amendments are supposed to eliminate the possibility of avoiding the draft by obtaining a second, third or higher education," said Bezuhla.
In addition, there are plans to change other aspects of the mobilization system. In particular, the issue of registering persons who have served their sentences for committing crimes is being considered. It is also planned to lift the ban on providing information on the registration of residence or stay during the conclusion of an employment contract. The list of persons subject to conscription may also be expanded.
