 According to her, at first the Kremlin wanted to announce the mobilization on September 20, but they realized that it is technologically more expedient to announce it on the day of the exchange.

 

 "However, it worked the other way around - the informational effect doubled. There was no absorption or interruption of the topic," Malyar said.
