Despite the doubling of Russia's defense budget and modernization of equipment, the Russian army has become significantly weaker - and conceptually too - as a result of the invasion of Ukraine. This is according to another report from British Intelligence distributed by the British Ministry of Defense.

"The Russian army is now significantly weaker, both materially and conceptually, as a result of the invasion of Ukraine. The problem of renewing this will be compounded by sanctions. It will affect russia's ability to deploy conventional armed forces," British intelligence points out.

This is despite the fact that, according to British intelligence, Russia's defense budget roughly doubled between 2005 and 2018 by investing in several high-end air, land and sea forces and assets. That since 2008 has underpinned New Look's extensive military modernization program.

"However, the physical modernization has not allowed Russia to dominate Ukraine. Failures in both strategic planning and operational execution have deprived it of the ability to turn a quantitative force into a decisive advantage," British Intelligence stressed.

British intelligence, in an update on Russia's invasion of Ukraine, stated that the Russian occupiers had shortcomings in tactical coordination and generally faced significant challenges.
