Estonia will transfer Russian assets to Ukraine: what the new law provides for

Estonian President Alar Karis has signed a law allowing the transfer of Russian assets to Ukraine, but with important restrictions. This is reported by ERR.


Karis noted that according to the new law, only property whose connection with illegal activities has been proven and confirmed can be confiscated and used to compensate for losses.


The President emphasized that the freezing of assets due to international sanctions is not in itself a sufficient ground for the alienation of property. The law provides for the transfer of only property whose owners took an active part in military aggression or violation of the rules of war.


Karis also noted that the confiscation of property in connection with participation in military aggression may raise legal issues, but the parliament should be able to make political decisions even in such difficult situations.


He emphasized the importance of finding effective ways to ensure the right of victims of aggression to compensation from those responsible for causing damage.
