MP: Rada Committee recommends adoption of draft law allowing mobilization of convicts

The Parliamentary Committee on Law Enforcement has recommended that the Verkhovna Rada adopt in the first reading a draft law that allows the mobilization of convicted persons. This was announced by a member of the committee, Maksym Buzhanskyi.

It is about draft law No. 11079-1 "On Amendments to the Criminal, Criminal Procedure, Criminal Executive Codes of Ukraine and Other Laws of Ukraine on the Introduction of the Institute of Early Release of Persons from Serving Sentences for Direct Participation in the Defense of the Country, Protection of its Independence and Territorial Integrity."


The draft law provides that during mobilization and martial law, prisoners may be released on parole to perform military service under contract. However, this does not apply to persons convicted of crimes against the foundations of national security of Ukraine, convicted of the intentional murder of two or more persons, or combined with rape or sexual violence, as well as convicted of criminal offenses under Articles 152-1561, 258-2586, part four of Article 2861 of the Code.


The draft law also prescribes the procedure for the consent of convicts and the consent of unit commanders to take them. In addition, they must undergo a medical examination.
