Lubinets: TCC employees have no right to detain men and check documents

TCC employees do not have the right to check citizens' documents and detain conscripted men by force in the middle of the street. This was reported by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets in an interview with NV.


Lubinets noted that most complaints to his office are about unacceptable behavior of military enlistment offices and their abuse of power.


"The main issue raised by Ukrainian citizens is the inconsistency of the mandates of the TCC. This is when they demand to check documents, take away documents and physically detain Ukrainian citizens. They have no such rights," the ombudsman said.


He noted that he is outraged by the use of brute force against Ukrainian citizens by TCC employees. 


According to Lubinets, his office receives the most complaints about the improper behavior of military enlistment office employees and their abuse of power.


"I will not say that they are systemic (detentions of men - ed.), that there are many of them, but we also receive such cases. Everything is very simple. I open proceedings and send all requests. We also sent monitoring checks to some TCCs," he said.


Lubinets added that after the facts are confirmed, the ombudsman raises the issue at the management level, "so that some kind of disciplinary proceedings are opened against them, and the top management makes a decision on punishing their subordinates."
