The text of the draft law on improving mobilization and military registration refers to a change in the conscription age and clarification of the persons entitled to deferment. This is stated in the text of the draft law.
The information from the draft law No. 10378 "On Amendments to Certain Legislative Acts of Ukraine on Improving Certain Issues of Mobilization, Military Registration and Military Service" reveals in detail the plans for changes proposed by the government.
According to the draft law, the conscription age will be changed from 27 to 25 years. Particular attention is paid to clarifying the criteria for deferment and the persons entitled to it.
According to the explanatory note, persons with disabilities of groups I or II or temporarily unfit for health reasons for a period of up to 6 months are entitled to a postponement of military service. Women on maternity leave, pregnant women and persons whose relatives were killed or disappeared during the anti-terrorist operation are also entitled to a deferment.
Additionally, the draft law provides for the right to deferment for current members of the Ukrainian Parliament and members of the Verkhovna Rada of the Autonomous Republic of Crimea.

The mobilization of half a million people is needed to replenish sanitary losses and form new units, said Roman Kostenko, secretary of the Rada's defense committee.
"How many people do we need to replenish sanitary losses for the year? How many are needed to form new units? Approximately the same number. We need to plan not for two months, not for six months, but for years, because the war can last for a long time, and in terms of the influence of political processes, it can end tomorrow, but no one knows. We have to prepare for the worst case scenario," Kostenko said.
He said that "everyone should fight" and not "talk about the economic or any other front." In his opinion, Ukrainians thought that there would be a victory soon and decided not to prepare for mobilization, and the plans for a new large-scale draft were a "cold shower."
Kostenko called on the authorities to change their information policy and talk less about the quick liberation of Crimea.
However, according to the draft law, applicants for vocational education, scientists and citizens exempted from military service in certain cases are not subject to conscription.
The draft law also provides for the possibility of rest and rehabilitation for servicemen released from captivity within 90 days.
In addition, it proposes the use of electronic summonses sent through the electronic account of a conscript, person liable for military service or a reservist, as well as to citizens' e-mails.
The draft law emphasizes the active participation of local governments, enterprises and institutions in mobilization activities. The responsibilities of citizens in the framework of mobilization training and mobilization are also subject to clarification.
The proposed changes are aimed at more efficient mobilization and ensuring that citizens' rights are taken into account in the context of modern technologies and social requirements.
