The European Union needs a new strategy for the war in Ukraine because sanctions against Moscow have not worked. Hungarian Prime Minister Viktor Orban said this in a speech in Romania, according to Reuters.

"A new strategy is needed that should focus on peace talks and drawing up a good peace proposal ... instead of winning the war," Orban said.

In his speech, he said the Western strategy toward Ukraine is built on four pillars: that Ukraine can win the war with Russia with Western weapons, that sanctions will weaken Russia and destabilize its leadership, that sanctions will hurt Russia more than Europe, and that the world will line up to support Europe.

But that strategy has failed, he said, as governments in Europe are crumbling "like dominoes," energy prices have risen sharply, and a new strategy is now needed.

"We are sitting in a car with all four wheels punctured: it is absolutely clear that the war cannot be won this way," Orban said.

He added that Ukraine will never win the war this way "simply because the Russian army has asymmetrical superiority."

Orban said there is no chance for peace talks between Russia and Ukraine.

"Since Russia wants security guarantees, this war can only be ended by peace talks between Russia and America," he said.

He reiterated that Hungary, a member of NATO, would not intervene in the war in Ukraine because it would endanger its population.
