Ukrainian President Volodymyr Zelensky reacted to the killing of civilians in Bucha and appealed to the mothers of Russian servicemen fighting in Ukraine.

"I advise mothers of Russian servicemen to watch. Look what bastards you have raised. Murderers, marauders, executioners," he wrote.

He added that 14 years ago a full-scale Russian invasion of Ukraine could have been prevented.

"Bucharest, NATO summit declaration. April 3, 14 years ago. There was a chance to prevent. So that Russia would not come. Bucha, Kiev region. Now. Russia came," he wrote.

Note that the NATO summit declaration of April 3, 2008 states that the North Atlantic Alliance "welcomes the Euro-Atlantic aspirations of Ukraine and Georgia to become members of NATO."

"Today we have come to an agreement that these countries will become members of NATO. Both nations have made valuable contributions to North Atlantic Alliance operations. We welcome the democratic reforms in Ukraine," the declaration said.
