High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrel said that decisions regarding security in Europe cannot be taken by both sides. He said the European Union must be present at the talks between Russia and the U.S. on "security guarantees.
This is reported by RBC-Ukraine, referring to in the interview of Borrel to the publication Die Welt.
The diplomat reiterated his determination about the EU's participation in the negotiations against the background of the crisis near the borders of Ukraine and Russia.
"We do not want and should not be a neutral spectator for whom the decision will be made. U.S. Secretary of State Anthony Blinken thinks so, as he told me in a telephone conversation on December 23," Borel said.
According to him, if Moscow wants to talk about security in Europe and its guarantees - from January and onwards - it is not only the question of the US and Russia.
Recall that Russia has put forward its "proposals" to NATO and the U.S. to ensure security in Europe. Moscow, in particular, demands that NATO refuses to accept Ukraine as a member.
The Russian Foreign Ministry stated that the "guarantees" offered by Moscow were neither a bluff nor an ultimatum.
