The percentage of conscripted Ukrainians who were declared unfit for service after the full-scale invasion of Russia more than doubled the figure for pre-war 2021. This was reported by the National Agency on Corruption Prevention.

At the same time, the largest number of conscripts who received a white ticket is in Poltava region - 20% of the total number of those who passed the MMC (16% in 2022). Kyiv is next in terms of the number of those released from military service - 18% (17% in 2022).

The average percentage of those who were partially fit for mobilization also increased. There were 51% of them in Dnipropetrovsk region (up from 26%), 43% in Zhytomyr region (up from 31% in 2022) and 38% in Vinnytsia region (up from 15%).

The NACP notes that the provided statistical information does not indicate that all decisions on the unfit/limited fitness for military service are illegal. At the same time, it is reported that the pre-trial investigation bodies are checking the factual data confirming the possible commission of criminal offenses.
