The Parliamentary Assembly of the Council of Europe proposes to declare the Russian Federation a terrorist regime.

 On October 13, a document titled "Further Escalation of the Russian Federation's Aggression Against Ukraine" will be presented at the PACE autumn session in Strasbourg.

 It is also planned to adopt a resolution regarding Russia's actions. A number of amendments have been made to the project, which will be voted on on Thursday afternoon.

 One of the amendments emphasizes the need to ensure a comprehensive system of responsibility for serious violations of international law caused by the aggression of the Russian Federation against Ukraine, actively cooperating with the Ukrainian authorities in this matter, and in this context "declare the Russian Federation a terrorist regime."

 On Thursday, President Volodymyr Zelenskiy spoke at the PACE session via video link and noted that PACE could become the first international organization to recognize Russia as a terrorist state.

 "Russia only wants to speak the language of terror. And this is a fact. This fact must be recognized at all levels. Politically, legally and on the battlefield in Ukraine, and by supporting our defense capabilities. I thank you for the fact that PACE can become the first international. an organization that defines Russia as a terrorist state," the head of state said.
