Russian forces are struggling to overcome the problems associated with Ukrainian territory. Ukraine's armed forces skillfully exploited the lack of maneuver, disrupting the Russian advance and inflicting heavy losses on the invading forces.

According to the report, Russian forces remain largely tied to Ukraine's road network and have demonstrated an unwillingness to maneuver off-road. The destruction of bridges by Ukrainian forces has also played a key role in deterring the Russian offensive.

"Russia's continued inability to establish airspace control has severely limited their ability to use air maneuvers effectively, further limiting their capabilities," the British Defense Ministry added.
