There is a catastrophic shortage of specialists in the civil service. This was stated by the head of the National Agency for Civil Service, Nataliia Aliushyna.
“We have a catastrophic lack of specialists. So far, this problem has been observed in government agencies and local governments. Therefore, the reform of the civil servants' remuneration system remains one of the main priorities of the National Agency. Our goal is to attract qualified personnel and be able to retain them through competitive salaries. We are also working on the implementation of the Law of Ukraine “On Service in Local Self-Government Bodies”. In addition, an important task is to restore the competitive procedure for civil service positions,” she said.
Since 2024, wages for civil servants have changed in Ukraine, limiting their bonuses.
At the end of last year, the Cabinet of Ministers adopted Resolution No. 1409, which stipulates that 70% of the salary is the official salary and only 30% is the bonus.
Until 2024, civil servants' salaries had a different ratio: 40% salary, 60% variable component: bonuses, bonuses for length of service, rank, intensity of work due to lack of staff, when one employee did the work of several.
