The conditions of the €50 billion payments have become known: EU reserves the right to suspend funding

The conditions for the payment of €50 billion from the EU to Ukraine have been announced. If they are not met, the EU reserves the right to suspend these payments. This information is stated in the press release of the European Council. 


The document states that based on the European Commission's annual report on the implementation of the fund for Ukraine, the European Council will hold annual discussions on the implementation of the fund to provide recommendations.


"If necessary, after two years, the European Council will instruct the Commission to propose a review in the context of the new long-term budget," the resolution says.


It explains that "a precondition for assistance to Ukraine under the fund should be that Ukraine continues to support and respect effective democratic mechanisms, including a multi-party parliamentary system, as well as the rule of law, and to guarantee respect for human rights, including the rights of persons belonging to minorities."


The document specifies that during the implementation of this fund, the European Commission and Ukraine "should take all appropriate measures to protect the financial interests of the Union, in particular, to prevent, detect and correct fraud, corruption, conflicts of interest and other violations."


Next, the Cabinet of Ministers will have to develop a specific reform plan for which payments will be made. 


It is reported that the EU Council will be able to approve and suspend payments by a "qualified majority of votes" and amend the plan based on the European Commission's assessments and proposals.
