"The delay in talks scheduled for Thursday in parliament highlighted the challenge facing the government after the Constitutional Court blocked the transfer of unused pandemic funds to green investments and industrial support," the publication writes.
This has prompted warnings that the growth of Germany's already shaky economy could slow next year and that projects and subsidies aimed at keeping its industry competitive are now at risk.
Speaking at a press conference, German Chancellor Olaf Scholz said that the proposed budget would now be discussed in parliament as a matter of urgency, but everyone will have time for a thorough review.
