The missile attack on the cafe in the village of Hroza, Kharkiv region, on October 5 was deliberately launched by the Russian military. The UN Monitoring Mission confirms that there were no signs of the presence of Ukrainian troops near the "arrival" site. This is stated in the Organization's detailed report on the shelling of Hroza.
The report also notes that the missile strike killed 59 people who were attending a wake in a public institution in the village. The victims included 36 women, 22 men and an eight-year-old boy, all civilians. The people had gathered in the café-shop after the funeral of a local resident who was a member of the Ukrainian Armed Forces, and the establishment was completely destroyed by the explosion.
The UN report states that "there are reasonable grounds to believe that the missile was launched by the Russian armed forces and that there was no indication of the presence of military personnel or any other legitimate military objectives on or near the café at the time of the attack."
The report also emphasizes that the Russian armed forces either failed to take all necessary measures to verify that the target was a military objective or deliberately targeted civilians or civilian objects. In either case, this violates international humanitarian law, the UN emphasizes.
