The United States has decided to abandon the NATO Membership Action Plan for Ukraine. However, Germany did not agree with the text of the statement on Ukraine's relations with the North Atlantic Alliance.

According to a confidential document of the German government, the US announced its agreement to abandon the "Membership Action Plan" for Ukraine "on the condition of further reforms."
"We wanted to offer Ukraine the model of Finland, that is, entry within a few months, as soon as the hostilities end," the diplomat said on condition of anonymity.
At the same time, the newspaper reports that the document also states that Germany "will not agree to any wording that would create the impression of "practically full accession of Ukraine". There is "no question" for the German government about "revision of the Bucharest decision of 2008" .
Therefore, Germany will not agree "neither with the mention of the invitation" nor with the mention of "Ukraine's legal place in NATO" in the final NATO document.
Ukraine's entry into NATO
Minister of Foreign Affairs Dmytro Kuleba stated that NATO member states have reached a consensus, with the exception of the Membership Action Plan for Ukraine upon joining the Alliance.
The possibility of Ukraine's membership in the North Atlantic Alliance without the implementation of the Membership Action Plan began to be actively discussed before the NATO summit in Vilnius, which will be held on July 11-12.
The media also reported that US President Joe Biden supported NATO Secretary General Jens Stoltenberg's idea of Ukraine joining NATO without a MAP.
