The new, 11th, package of sanctions against the EU entered into force on June 23. The European Union adopted it on Wednesday, June 21.

"The 11th package of EU sanctions against Russia entered into force today," the message reads.
The agency assured that they will continue to raise the price of war for the aggressor until "Ukraine wins this war and Russia and its leadership answer for their actions."
According to the head of the Ministry of Foreign Affairs of Estonia, Margus Tsahkna, in the latest sanctions package during its development, the main attention was paid to preventing the circumvention of the already effective sanctions.
"Estonia and the European Union continue to work to ensure that the sanctions are as strong and effective as possible and affect those sectors from which Russia receives the most support in financing its aggression against Ukraine," he said.

Strengthening the circumvention of sanctions
With the 11th sanctions package, the European Union, in particular, inhibits Russia's ability to circumvent the sanctions that are already in effect.
Thus, for the first time, as a deterrent measure, the package included the possibility of extending the ban on the export of goods to third countries through which goods subject to sanctions enter Russia. This allows, in particular, to ban the export of "sensitive" dual-purpose goods and some goods related to the defense industry.
In addition, the ban on transit through Russia to third countries will also be extended to goods that can be used to increase Russia's defense capabilities and to goods used in aviation.
At the proposal of Estonia and other Baltic countries and Poland, the sanction on road transport is expanded by banning the transportation of goods with trailers registered in Russia to the EU, as well as goods used by Russia in the war against Ukraine, including electronics, semiconductors and cameras.
The list of increased export restrictions also included 87 defense industry companies, including third-country companies involved in the sale of drones from Iran and sanctions evasion. Together with them, sanctions have already been imposed on almost 1,800 individuals and legal entities for undermining the territorial integrity of Ukraine.
Other restrictions
Also, at the proposal of Estonia, the European Union strengthened sanctions on the export of cars to Russia and banned the export of pneumatic and gas weapons and other similar weapons to Russia.
Ships that have violated the rules of the oil embargo and price ceiling, including ships that have disabled the automatic location identification system, are prohibited from entering EU ports. According to Estonia's proposal, the ban on entering the ports of the Gulf of Finland also extends to anchorages outside the jurisdiction of the ports.
The problem of bypassing Russian sanctions
The issue of evasion of sanctions by Russia is quite acute. This is due to the fact that Russian companies manage to purchase everything necessary with the involvement of third countries. That is, companies from Europe sell their products, including those of the defense industry, to other countries, and they resell them to Russia. Previously, the USA identified five countries that help Russia circumvent sanctions: Turkey, Kazakhstan, Georgia, the United Arab Emirates and Armenia.
