The European Commission believes that Ukraine has fully fulfilled two of the seven conditions necessary for the start of negotiations on membership, progress has been made on the remaining conditions.
This is stated in the oral interim assessment of the EC regarding Ukraine's implementation of the "candidate" recommendations, the relevant document is available to the Interfax-Ukraine agency.
The EC's report on Ukraine is generally positive and aims to help Kyiv cope with the problems - there are several of them, but they are not considered insurmountable in Brussels.
From the point of view of the European Commission, the conditions regarding judicial authorities and mass media have been fully met. "Good progress" has been achieved by the reform of the Constitutional Court.
The assessment, formulated as "some progress", is given to the process of de-oligarchization, the issue of national minorities, the fight against corruption, where "strengthening and a credible track record are needed", and the fight against money laundering and law enforcement reform, where "it is necessary to strengthen money".
The European Commission believes that Ukraine should "focus on making amendments to the procedure for selecting judges of the Constitutional Court in accordance with the recommendations of the Venice Commission and start the selection."
Also, Ukraine should take "further systemic measures and create a track record in high-level corruption cases."
In addition, the EC emphasizes the need for Ukraine to bring anti-money laundering legislation into line with international standards and implement the recommendations of the Venice Commission in the field of de-oligarchization and national minorities.
The explanatory note states that the grade "completed" is given if everything is implemented, "good progress" is given more than 50% completed, that is, if important measures have been taken, but some have not yet been implemented, the grade "some progress" is given to the implementation of less 50% where several actions have been taken but important actions/steps are still pending and no progress has been made unless priority steps have been taken.
As for Moldova, the EC set Chisinau nine conditions, of which three have been fulfilled, two have achieved "good progress" and four - "some progress".
As for Georgia, which has to fulfill 12 conditions in order to obtain candidate status, three have been fulfilled, seven have achieved "certain progress", one has "limited progress" and another, namely media pluralism, has "no progress".
