In a new joint declaration on cooperation, the EU and NATO demand that Russia immediately stop the war and withdraw from Ukraine, and also express full solidarity with Ukraine and confirm support for its independence, sovereignty and territorial integrity within its internationally recognized borders, as well as the internationally recognized borders of Ukraine , as well as self-defense and choosing one's destiny.

 The NATO and EU declaration mentions the following:

 1. The NATO-EU strategic partnership is based on our shared values, our determination to solve common problems and our unequivocal commitment to strengthening and protecting peace, freedom and prosperity in the Euro-Atlantic region.

 2. Today we are faced with the most serious threat to Euro-Atlantic security in recent decades. Russia's brutal war against Ukraine violates international law and the principles of the UN Charter. It undermines European and global security and stability. Russia's war exacerbated food and energy crises affecting billions of people around the world.

 3. We strongly condemn Russian aggression. Russia must immediately stop this war and withdraw from Ukraine. We express our full solidarity with Ukraine and confirm our unwavering and constant support for its independence, sovereignty and territorial integrity within its internationally recognized borders. We fully support Ukraine's inalienable right to self-defense and to choose its own destiny.

 4. Authoritarian players challenge our interests, values, and democratic principles using a multitude of means — political, economic, technological, and military.

5. We live in an era of growing strategic competition. China's growing assertiveness and policies create challenges that we need to address.

 6. Continuous conflict, fragility and instability in our European neighborhood undermine our security and create fertile ground for strategic competitors as well as terrorist groups seeking to gain influence, destabilize society and threaten our security.

 7. As emphasized in both the NATO Strategic Concept and the EU Strategic Compass, this is a key moment for Euro-Atlantic security and stability, demonstrating more than ever the importance of transatlantic ties and calling for closer EU-NATO cooperation.

 8. NATO remains the basis of collective defense for its allies and is essential for Euro-Atlantic security. We recognize the value of a stronger and more effective European defense that makes a positive contribution to global and transatlantic security, is complementary to and compatible with NATO.

 9. Our complementary strategic partnership contributes to strengthening security in Europe and beyond. NATO and the EU play complementary, coordinated and mutually reinforcing roles in maintaining international peace and security. We will continue to mobilize the combined array of instruments at our disposal, whether political, economic or military, to achieve our common goals for the benefit of our billion citizens.

 10. Building on the Warsaw Joint Declaration of 2016 and the Brussels Joint Declaration of 2018, which greatly expanded the breadth and depth of our partnership established more than twenty years ago, we have made unprecedented progress in all areas of cooperation.

 11. We have achieved tangible results in countering hybrid and cyber threats, operational cooperation including maritime issues, military mobility, defense capabilities, defense industry and research, training, counter-terrorism and partner capacity building.

 12. As the security threats and challenges we face grow in scope and scale, we will take our partnership to the next level, building on our long-standing collaboration. We will continue to strengthen our cooperation in existing areas, as well as broaden and deepen our cooperation, responding in particular to growing geostrategic competition, on issues of resilience, protection of critical infrastructure, new and disruptive technologies, space, the security implications of climate change, and manipulation of information and external interference.

13. By signing this declaration, we will promote the NATO-EU partnership in close consultation and cooperation with all NATO Allies and EU Member States in a spirit of full mutual openness and in accordance with the decision-making autonomy of our respective organizations and without any bias towards security specificities and defense of each of our members. In this context, we believe that transparency is crucial. We call for the full participation of non-EU NATO allies in its initiatives. We encourage the maximum possible involvement of non-Alliance EU members in its initiative.

 14. We will assess progress on a regular basis.
