Lithuanian Prime Minister Ingrida Shimonite has proposed the creation of a legal mechanism for confiscation of Russian assets under the sanction and their transfer for the reconstruction of Ukraine.
She said this in a speech at the conference on the reconstruction of Ukraine in Lugano.
"I call on the EU and countries outside the EU that have imposed sanctions to establish a legal mechanism to confiscate these assets," Shimonite said.
She said Ukraine has presented its recovery plan, and now partners must demonstrate that they can move beyond discussions to joint implementation.
"We have to get more funding from our own budgets, or do joint borrowing. But the most adequate way is to consider the use of Russian assets frozen because of sanctions. We can't resurrect people killed by Russia, but we have a real chance to make the aggressor pay. That's why those assets are in our banks," Shimonite said.
She also noted the need to make a detailed plan of who and how each country and organization will be involved in rebuilding a reformed Ukraine.
"We must continue our military, humanitarian and financial support for Ukraine to win this war. Our bilateral aid has already exceeded 500 million euros. Lithuania will transfer an additional 10 million euros to the National Bank for emergency needs, and we will continue to support Ukraine until your and our victory. Glory to Ukraine," she finished her speech.
