Eight people were killed and six wounded when an aircraft bomb hit an apartment building in Kharkiv around 4 p.m. According to the Ministry of Internal Affairs of Ukraine, 38 people were rescued in the same building, 2 of whom were unblocked from under the rubble.

"Today shells hit residential areas, the city center, the hospital, the university. Civilians went to pharmacies and grocery stores. Shelling with rockets and volley fire is a war crime!

Many people are still under the rubble. The number of victims is being established," reports Oleg Sinegub, head of the military administration of the Kharkiv region.

Sinegub also confirmed the destruction of the building of the Kharkiv city administration loss of life.

EU High Representative for Foreign Affairs and Security Policy Josep Borrel called the shelling of Kharkiv a war crime.

"I spoke to Dmitry Kuleba. The shelling against peaceful infrastructure in Kharkiv violates the laws of war. The EU stands unwaveringly on the side of Ukraine at this dramatic moment," Borrel said in a statement.
