Ukrainian President Volodymyr Zelensky, while addressing the signatories of the Budapest Memorandum, did not talk about the development of nuclear weapons by Ukraine. This was stated by the Secretary of the National Security and Defense Council of Ukraine Alexey Danilov.
"The president did not talk about the development of nuclear weapons, the president drew attention to the fulfillment by all the signatories of the Budapest memorandum of those conditions for our security, which were spelled out there. For giving up our nuclear capability, the signatories committed themselves to ensuring our independence. I have not seen or read anything about the fact that we are going to make nuclear weapons, I do not know why you are interpreting this," Danilov said.
As a reminder, Ukrainian President Volodymyr Zelensky, during his speech at the Munich Security Conference, announced the initiation of a consultation on the Budapest Memorandum.
