December 15, the Russian Foreign Ministry issued a draft treaty between Russia and the United States on security guarantees and an agreement on measures to ensure the security of Russia and NATO member-states. Gazeta.ru reports, citing the Russian Foreign Ministry.
"The American side was given the necessary explanations of the logic of the Russian approach in a detailed form, the corresponding arguments were presented. We expect that on the basis of our draft treaty and agreement, the United States will very soon enter into serious negotiations with Russia on the issue which is crucial for the maintenance of peace and stability," said the Foreign Ministry.
In the document, the parties commit themselves to:
- eliminate all existing infrastructure for the deployment of nuclear weapons outside its territory;
- Exercise restraint in military planning and during exercises to reduce the risks of possible dangerous situations;
- not take actions that affect each other's security.
The treaty also commits Russia and NATO not to deploy additional military forces and weapons on European territory, and for the United States not to establish military bases on the territory of countries that were part of the USSR and are not NATO members.
