The European Union has removed Ukraine from the list of countries which it advises to lift travel restrictions. Thus, Ukraine is no longer on the list of "covid-safe" countries because of the worsening coronavirus epidemic.
"This does not violate the ability of member states to lift temporary travel restrictions to the EU for fully vaccinated travelers," the EU Council decision notes.
Note that it is up to each EU member state to decide which restrictions to impose on tourists from other countries. And the exclusion of Ukraine from the "green" list does not mean the closure of borders and cancellation of travel to other countries.
