"The delay has led to real consequences, Russia has had much more ammunition for months, Ukrainians are experiencing a shortage of artillery shells in the ratio of 1 to 5 and even 1 to 10 depending on the section of the front line. We see that fewer and fewer Russian missiles and drones are being shot down due to the lack of air defense systems," Stoltenberg said.
