SpaceX founder Elon Musk has clarified to Ukrainian official Mykhailo Fedorov that any operational limitations on the Starshield satellite system, including movement speed caps, fall under the exclusive purview of the U.S. military leadership and the president.
The exchange unfolded on the social media platform X (formerly Twitter), sparked by a public appeal from Fedorov regarding Ukraine's critical defense needs.
Fedorov had previously stated online that while Starlink consumer connectivity is being restored at speeds of up to 160 km/h, the complete removal of speed restrictions on the military-grade Starshield platform remains a vital necessity for Ukraine's defense operations.
"Starlink connectivity is being restored at speeds up to 160 km/h. Completely lifting speed restrictions for Starshield is now critically important for Ukraine's defense," Fedorov wrote, while expressing gratitude to Musk for his ongoing support and cooperation.
Responding directly to the Ukrainian official, Musk emphasized that Starshield operates under the direct ownership and control of the United States government, distinguishing it sharply from SpaceX’s commercial operations.
"Starshield systems are owned and controlled by the U.S. government. Any restrictions on speed or usage are determined by the U.S. military leadership and ultimately the President of the United States," Musk stated.
To underscore the separation of commercial and sovereign assets, the SpaceX CEO reiterated the policy boundaries surrounding Starlink, contrasting it with the defense-focused Starshield architecture.
"Starlink is a commercial service owned and operated by SpaceX. The use of Starlink is restricted to civilian or defensive activities, and its use for offensive military operations is unacceptable, as that would be inappropriate for a commercial company," Musk noted.
With this clarification, Musk underscored that decisions regarding the modification or lifting of Starshield constraints rest entirely with Washington rather than corporate management at SpaceX.
Starshield is a specialized satellite technology platform developed by SpaceX specifically tailored to meet government and national security requirements, whereas Starlink primarily functions as a global commercial satellite internet service.
