The Ukrainian Foreign Ministry has a virtual speaker, Victoria Shi. She is generated by artificial intelligence.
She was created on the basis of a real person, Ukrainian singer Rosalie Nombre, who was filmed and digitized.
Foreign Minister Dmytro Kuleba said that the creation of an AI speaker is “not a whim, but a wartime requirement, because in order to achieve the results necessary for the country, we need to speed up all processes and be one step ahead.”
“The use of an AI-generated digital person for consular commentary is primarily about saving time and resources for the Ministry of Foreign Affairs. Real diplomats will be able to be more effective and focus on other tasks of providing assistance to citizens,” he said.
The MFA has also provided several levels of protection against digital fakes. Each of her videos will have a QR code that leads to the text version of the same commentary on the ministry's official website. In the absence of such a QR code or a link to any other site, the video is not considered verified.
