Minister of Justice Denys Malyuska commented on Ukraine's letter to the Council of Europe on human rights restrictions. He stated that this is a common practice for a country at war, and such information has been provided before. In particular, before the full-scale invasion, in particular, in 2015 and 2016.

In addition, Ukraine has already sent warnings to the Council of Europe about restrictions on rights after February 24, 2022, and in the current letter, according to the minister, the list of these restrictions has been reduced.

“We really sent a notification about the possibility of applying restrictions on certain rights almost immediately after the introduction of martial law in 2022 - this is part of our international obligations (such notifications have been sent since 2015). This is not a know-how - all countries at war do this. And in April 2024, we once again clarified the list of existing restrictions and reduced it,” Malyuska said.

In his turn, Ombudsman Dmytro Lubinets also noted that Ukraine's decision does not imply restrictions on human rights, but a partial lifting of the restrictions that were introduced earlier.

"That is, Ukraine submitted restrictions even before this, but they are not applied yet," he added.
