The National Police units are approached by recruitment centers about those who evade the draft, and they only deliver such people to the TCC, and only then administrative protocols are drawn up against these citizens. This was stated by Lieutenant Colonel Maksym Akhrameyev, Head of the Preventive Activities Department of the National Police of Ukraine, during a telethon.
"Such a mechanism is regulated by a resolution of the Cabinet of Ministers, which provides for an appeal. Such an appeal is sent to the National Police units, then the police enter the information into the unified record of the National Police information subsystem and begin the check. After identifying such persons, we deliver them - exclusively deliver them - to the nearest TCC in order to clarify all the circumstances and draw up an administrative protocol by an authorized officer of the TCC in accordance with Article 210 of the Code of Administrative Offenses," he said.
Akhrameyev emphasized that the National Police units are searching for people after entering the data into the information system.
According to the officer, a resolution on an administrative offense is drawn up in the TCC and the circumstances of failure to appear under summons are established.
If the person against whom the decision was issued can prove valid reasons for not coming, the administrative case is closed. Otherwise, the person faces an administrative fine.
"A protocol is drawn up by an authorized officer of the TCC, which indicates the time and place of the hearing on the merits. And when the person arrives, or immediately on the spot, a decision is made. If the person fails to appear under the summons for valid reasons, the decision closes the administrative case. If a person is unable to prove that he or she did not appear for important reasons, a resolution is drawn up to impose an administrative fine," the National Police representative explained.
