The Cabinet of Ministers has lifted the ban on the termination of housing and communal services to consumers who are in arrears in paying for them. This is stated in Government Resolution No. 1405 of December 29, 2023.
The ban on disconnection remains only for residents of the territories affected by hostilities and temporarily occupied regions. In addition, the provision of utility services may not be terminated in the event of damage to a consumer's home as a result of military events, provided that the relevant utility provider is notified of these situations.
The government has also lifted restrictions on the charging of penalties and fines for arrears in the payment of utility bills, except in situations where a moratorium on disconnections is in effect.
At the same time, the moratorium on demanding repayment of utility bills for internally displaced persons who accumulated debts after February 24, 2022 in the territory affected by military operations remains in effect. It is also prohibited to charge utility bills from the beginning of the temporary occupation of the territories until its completion.
