Arakhamia announces amendments from the Verkhovna Rada to the draft law on mobilization

The Verkhovna Rada of Ukraine has proposed amendments to the draft law on mobilization, which was returned to the Cabinet of Ministers. The deadline for submitting a new draft law is not yet known. The leader of the "Servant of the People" faction in the parliament, David Arakhamia, said this on the air of the national telethon.


"We had a closed meeting where we invited the military leadership. The draft law is very resonant. There is a lot of attention to it, it is large - more than 200 pages. We at the committee worked non-stop for about five days to analyze every norm that is in it. As you know, the Ombudsman has stated that there are norms that violate human rights. There are problems in the draft law, there are many of them," Arakhamia said.

According to him, the military assured MPs of the need to mobilize to replenish the reserves. At the same time, the way the government proposed was not acceptable to many political forces, so the draft law was returned to the initiator. The Cabinet of Ministers should work with the military to develop a new solution, taking into account the proposals of the Rada.


The National Security Committee prepared many proposals. In particular, it concerns the issue of mobilizing transport from private entrepreneurs. The Parliament opposed this.


"We said that this cannot happen. We talked about the disabled - we will not allow the disabled of the 3rd group to be drafted, because there are many people who are missing one of their organs or have tuberculosis. Why is this in the army?" - Arakhamia said.


He confirmed that there are questions about the proposal to send out summonses by e-mail.


"In general, it is impossible to discuss how sending a summonses triggers criminal liability for evasion, although a person may simply not have such access," the faction leader said.

The Rada committee devoted a lot of time to the topic of training for mobilized people. The parliament wants the new law to include a provision on a mandatory training course.


"We paid a lot of attention to raising the level of training, because we receive a lot of stories when a person is mobilized, he or she is supposedly trained, has completed a course. And at the front line, it turns out that they threw one grenade and have no more skills. So, we will not skip any more. The law directly states in the recommendations that this should be a mandatory course. Untrained soldiers are a Russian model, and we don't want to use this model in Ukraine," Arakhamia said.


According to him, the terms of submission of the new draft was not discussed.


"We said that we understand that if the military needs it, we will get together any day or night and we will all vote. Just give a quality document," Arakhamia added.
