Ukraine intends to change the methodology for determining disability and move to the assessment of loss of functionality, Minister of Health Viktor Lyashko said at a briefing in Zhytomyr following the Congress of Local and Regional Councils.
The government plans to carry out a global reform of the system of medical expert commissions by 2025, revising the entire approach to disability assessment.
According to the new approaches, people with injuries will be referred to rehabilitation and then to specialists who will work to restore the functionality lost due to injury or illness.
The Ministry of Health has already implemented the national International Classification of Functioning, Life Limitations and Health.
"The problem we have now is that we are chasing disability because it gives benefits and compensation, not returning a person to economic status. We do not ask what a person wants, but say that we can give them this. This is a post-Soviet model that we must abandon," Lyashko said.
