The Ukrainian authorities and the Armed Forces have the right to decide independently where and under what circumstances to use weapons provided by the allies. This was stated by US Secretary of State Anthony Blinken during his speech.
"It is important to note that the decision on how to use Western military equipment and where to use it is up to Ukrainians. They have to decide how best to defend their country, how best to return the land. We leave this solely to their discretion, and our influence on the situation can only be advisory," Blinken said.
According to him, the United States is not going to "encourage" strikes by the Ukrainian Armed Forces on Russian territory and does not support such attacks. However, according to him, the final decision on the implementation of these attacks in any case remains with Ukraine, whose military leadership must decide how necessary these strikes are.
