As noted in the summary, the Russian authorities give priority attention to the introduction of amendments to the legislation, which allow to quickly draft more men into the army. In mid-July 2023, the State Duma increased the maximum age of conscription for military service from 27 to 30, keeping the lower limit at 18.
In addition, on July 24, President Putin signed a bill that gradually raises the upper age limit for those eligible to be drafted into the reserve, with senior officers now able to be mobilized up to age 70.
According to British intelligence, this could provide a rapid increase in the number of troops available for combat operations in Ukraine.
"Increasing chances of being forced to fight, drone attacks on Moscow, an exceptional level of internal repression and the recent mutiny of the "Wagner" combine to emphasize the inability of the Russian state to protect the population from war," the British Ministry of Defense notes.
