The Verkhovna Rada adopted in the second reading the law on clarifying the provisions on the competitive selection of candidates for the positions of judges of the Constitutional Court of Ukraine.

According to the law, within 30 days from the date of publication of the announcement of the beginning of the competitive selection, the Apparatus of the Supreme Court accepts documents from persons who claim to participate in the selection for the position of a judge of the KSU.
On the basis of the submitted documents, the specialized committee of the Council makes a decision on the admission or non-admission of candidates to the competitive selection.
The law also establishes the principles of formation and powers of the Advisory Group of Experts. It should have three representatives from international partners, while one of the members is a representative of the Venice Commission, and three more representatives are Ukrainian national experts.
An advisory group of experts will check the integrity of the candidates, their professional qualities, and then all six experts will vote for each candidate according to the appropriate rating.
At the same time, if there is an equal number of votes "for" and "against", a second vote will be held. During the re-voting, the votes of three members of the Advisory Group of Experts, of which at least two are proposed by international organizations or the European Commission "For Democracy through Law", are decisive.
Note that the adoption of the law is an important European integration initiative for the implementation of one of the European Commission's recommendations for Ukraine's membership in the bloc.
It should be added that earlier the Venice Commission expressed regret that its recommendation regarding the inclusion of the seventh member in the Advisory Group of Experts was not implemented. However, she welcomed the significant improvements proposed in response to her key recommendations.
Accession of Ukraine to the EU
Last year, Ukraine received the status of a candidate for joining the European Union. Now the state must fulfill a number of conditions in order to become a full member of the bloc.
In June, the EU announced an interim oral report on Ukraine's progress in implementing these recommendations. A written report is due in the fall.
The European Commissioner noted that Ukraine has made good progress regarding the reform of selection to the CSU, while the EU expects the final adoption of the relevant draft law, in accordance with the recommendations of the Venice Commission.
