President of Ukraine Volodymyr Zelenskyi delivered a speech in the Verkhovna Rada. The Constitution Day address was devoted to what our country will be like after victory.
About the Ukrainian doctrine
For Ukraine, which is on its way to victory, a clear, unblurred and bold doctrine is needed. It will answer all fundamental questions about Ukraine and its future.
"The Constitution of Ukraine establishes that the President is the guarantor of state sovereignty, territorial integrity and compliance with the Constitution of Ukraine, the rights and freedoms of man and citizen. The President of Ukraine is the guarantor of the strategic, European and Euro-Atlantic course. To implement these norms, I would like to propose today the main guidelines for national discussion future Ukrainian doctrine. We need a common vision of what victory should be for Ukraine," Zelenskyі said.
He also noted that following the results of national discussions, the text of the doctrine will be approved at the level of the National Security Council.
And he proposed five guidelines for discussion:
the philosophy of victory
global Ukrainian security
politics of heroes
politics of justice
transformation in 10 years (new foreign policy, economy, relations between the state and society, development of territories, science and culture)
About the philosophy of victory and the choice of alliances
The President noted that the victory of Ukraine means the liberation of the entire territory from Russian occupation, from all military formations of the Russian Federation, and the return of all captured and deported Ukrainians.
"Ukraine's victory is the restoration of sovereignty within internationally recognized borders without any restrictions on Ukraine's sovereign rights," Zelenskyi said.
According to him, Ukraine will choose alliances for itself. And it is obvious that its future is in the European Union and NATO. And although no one can say when this whole path will be completed, there must be a national agreement on what is considered a victory for Ukraine.
About the frozen conflict and the peace formula
Ukraine will not agree to any of the possible options for a frozen conflict. Zelenskyі emphasizes that the peace formula, on the contrary, will help other peoples who seek real peace.
"It is obvious that the world is and will be on our side. It is obvious that Ukraine will strengthen the partnerships and alliances in which it participates. And we have historically strengthened the EU and given European unity such strength that the EU has never had... The Ukrainian component is what the EU lacked. And we understand, and everyone there understands, that this is no longer a dream, it is a reality," he said.
On joining the EU and NATO
The President added that this year Ukraine should start a dialogue on full membership in the EU.
"The same will happen with NATO. And this is not a dream, it is already a reality," Zelenskyі emphasized.
According to him, NATO has had two weaknesses in recent years. First, there was doubt as to whether Article 5 on collective protection would actually work. Secondly, due to Russian propaganda, many people in the world did not perceive NATO as a defense alliance.
"Ukraine's entry into the Alliance will reliably eliminate these two weaknesses. No one doubts that Ukraine is capable of defending itself and its allies... And everyone in the world has seen that Russia's war against Ukraine is genocidal. Ukraine's entry into NATO will be a powerful signal to the world about the fact that this is an Alliance that protects and will protect, and has the experience of winners and the moral superiority of winners," Zelenskyy added.
About Putin in the bunker and NATO's fears
The president assured that after the victory of Ukraine, the allies will want our combat brigades to be stationed on their territory. For this, it is only necessary for NATO partners to stop looking back at the Kremlin.
"Even the internal forces of Russia itself have stopped looking back at the weak master of the Kremlin. Putin's insanity led to the fact that he himself drove himself into a dead bunker because of his own weakness. Therefore, it is absurd to look back at such an incompetent leader of such an incompetent state," - said Zelenskyі
He emphasizes that Ukraine's victory will guarantee the restoration of the territorial integrity of Moldova and Georgia, new power for the South Caucasus, and freedom for Belarus.
About the future of Russia
Zelenskyi said that Ukrainians should not worry about whether freedom will overcome the Kremlin walls.
"Ukrainians are only concerned that Russian revanchism never again crosses the borders of our free state and threatens our free people. We will ensure this. As a full member of NATO, Ukraine will guarantee that peace and freedom reign everywhere in our region," he said.
From this point of view, in his opinion, Russia should be interested in Ukraine's accession to NATO, since the member countries of the Alliance protect the peoples, and not attack their neighbors.
About the army
Since the current Russian statehood poses an existential threat to Ukraine, our country will have the necessary weapons to defend itself and its allies. Ukraine will have a sufficient army, a powerful defense industry, including localized production of missiles, artillery, naval drones, tanks, and air defense systems.
"And I propose the following principle for the Ukrainian doctrine, its global security component: not to think about what to expect from Russia, but to be ready for any evil, so that any evil in Russia is always sure that it will lose to Ukraine. Never again - the key principle of the Ukrainian doctrine in relation to Russia," Zelenskyі added.
About the politics of heroes
As for Ukrainian soldiers, Zelenskyі assured that after the victory there will be a demand for the services of experienced fighters. And a platform is already being developed for the export of such experience, including within the framework of peacekeeping missions and training of foreign military personnel.
The basis of the new military education will be real practice.
"Already, world leaders are showing interest in military training of their future soldiers in Ukraine. And this will definitely become one of those opportunities that will make Ukraine's influence on security truly global and worldwide," Zelenskyi said.
Veterans will be integrated into social and economic life by obtaining a related civilian specialty.
About the legalization of medical cannabis
According to the president, it is necessary to apply all effective world practices in medicine, no matter how complicated and unusual they may seem.
"So that Ukrainian men and women, all our citizens, do not have to endure the pain, stress and trauma of the war. In particular, we must honestly legalize cannabis-based medicine, relevant scientific research and controlled Ukrainian production for everyone who needs it," added Zelenskyі.
About the politics of justice
Zelenskyi noted the sentence handed down by the organizer of the murder of Kateryna Handzyuk and mentioned the detention of the former head of the Supreme Court Vsevolod Knyazev for bribery. The National Security Council has already proposed to strengthen the responsibility of judges and the rules of verification using a lie detector.
"We must also give a new meaning to the jury trial as one of the elements of people's power in the state. And from all this, I know, appropriate legislative initiatives are already being prepared... The sense of justice in Ukraine should be the strongest in Europe!" - emphasized the president.
As for justice in connection with the Russian-Ukrainian war, all Russian murderers and terrorists must be held accountable. And the political and leadership of Russia should not avoid justice.
About the transformation of Ukraine in 10 years
Zelenskyі also named 15 points of transformation of Ukraine for the next 10 years. Among them - to reach 1 trillion dollars of GDP. Note that, other things being equal, this level will bring Ukraine to the top 20 largest economies in the world.
The level of wages should be at the level of "neighbors in the European Union +30%". To this end, the modernization of Ukrainian education and the program for stimulating the development of science are being prepared.
"We have an overarching task - to return home the largest number of our people who have left the country. Victory Ukraine requires as many new jobs as possible, which will be attractive to our people, will allow us to live in Ukraine more dignified than in other countries," Zelenskyі emphasized.
In addition to the "Action" service, another system will appear - "Dream" - a special application with support for everything related to the services needed by parents and children. It will help to gain access to knowledge from anywhere in the world and children will be able to build a unique educational trajectory for success with the help of artificial intelligence. The presentation of the "Dream" system is planned for autumn.
About tax reduction
Zelenskyі also proposes a new tax treaty between the state and society.
"I am a supporter of tax reductions. But now, during such a war and Ukraine's obvious dependence on cooperation with financial donors, we cannot afford to reduce taxes. But when a victorious Ukraine itself becomes a donor for peace, our level of opportunities will be higher. Reduced taxes should mean increased tax compliance," he clarified.
The goal is the work of the tax service without tax officers, and the customs office without customs officers. Due to automatic digital procedures.
About the specific policy for each region
Zelenskyi also noted that a victorious Ukraine will become the largest construction site in Europe, a country without oligarchs, a guarantor of Europe's energy security with an emphasis on green energy. In addition, each territory should have its own specific policy.
"The new free Ukrainian Crimea - what is it like? Can it become the new California of Europe? A place that attracts talent. With a cluster of modern technology companies. Creative industries. And a truly modern field of hospitality. A Crimea that works all year round, not three months ", the president noted.
The same applies to other regions, in particular Azov and Donbass. Regarding the latter, Zelensky wondered whether it would be industrial.
