The Bureau of the Parliamentary Assembly of the Council of Europe agreed to hold an urgent debate on the legal aspects of the Russian aggression against Ukraine and aspects related to human rights.

Holding an urgent debate on this issue has yet to be approved in plenary, but this is more of a formality, as the decision has already been agreed upon.
In addition to condemning the actions of the Russian Federation, which was expelled from the Council of Europe in March 2022 for violating the organization's principles, the document will discuss further legal consequences for the Russian Federation. The Ukrainian delegation insists that the document stipulates the need to create a special tribunal to punish the leadership of the Russian Federation for the crime of aggression, the head of the delegation Maria Mezentseva said. "Thousands of war crimes would never have occurred if it were not for the highest crime of aggression, for which the Russian leadership must be held responsible. The Ukrainian delegation to PACE is united in defending this issue," she assured.
Swiss MP Damien Cottier will be the speaker on this issue.
It is also planned to raise the issue of the special tribunal before the PACE decision regarding the upcoming summit of the Council of Europe, which is scheduled for May.
"We want the Council of Europe to become key in the issue of the special tribunal. Already the fifth resolution will vote in support of this important new instrument," explained Mezentseva, reminding that the International Criminal Court does not have the authority to consider the crime of aggression.
Earlier, the European Parliament called for the immediate creation of a special tribunal to try Putin and Lukashenko.
A vote in the UN is also expected for a special tribunal regarding Russia's aggression.
