The EU's top diplomat, Josep Borrell, believes that Russia's top leadership has "heard" the peace response to nuclear threats, although he did not say directly that the potential threat of using nuclear weapons has now decreased.

He said this in an interview with PAP.

Borel was asked whether Moscow's nuclear threats should now be taken seriously.

"Obviously, someone who blatantly violates the UN Charter and international law, and begins to despair that everything has gone wrong, will not hesitate to threaten everything in his arsenal of terror. But we, like a large part of the international community, are very clearly rejected Russia's irresponsible nuclear blackmail. And, I think, those in Moscow who make decisions about the possible use of nuclear weapons heard this very well," the diplomat said.

As reported, the CIA does not yet see signs that Putin wants to use nuclear weapons.

The chancellor of Germany said in early December that the risk that Russian President Vladimir Putin would use nuclear weapons in a war against Ukraine had decreased in response to international pressure.
