Prolonged network disruption from Russian strikes will almost certainly have consequences for interconnected water and heating systems, which will be felt most by civilians in the winter.

 This is stated in the daily report of British intelligence.

 "Starting from October 10, Russia attacked Ukraine with a campaign of strikes against the objects of the electric power infrastructure. To date, this is happening in a wave-like fashion. The last intensive strikes were carried out on October 31, during which the objects of hydroelectric power plant dams were fired for the first time," the message says.

 It is noted that the strikes resulted in significant damage to power transmission stations and power plants. Planned and emergency power outages have become a routine practice in some parts of Ukraine, Kyiv was particularly affected.

 "Russian strikes on electricity production and transmission have a disproportionate impact on the civilian population of Ukraine, indiscriminately affecting critical functions such as health care and heating. The continued prioritization of critical national infrastructure over military targets demonstrates Russia's intent to strike on a moral basis," the message says.
