The exercises, which are held annually, are attracting special attention this year, as they are taking place against the background of the Russian invasion of Ukraine. "By announcing the exercise, Russia is fulfilling its arms control obligations," Pentagon spokesman Patrick Ryder said. "These messages reduce the risk of misjudging what's going on," State Department spokesman Ned Price said.
