The head of Britain's Government Communications Center (GCHQ), Jeremy Fleming, claims that the Russians are running out of ammunition after months of grueling fighting in Ukraine.
This is stated in the publication of The Guardian.
Fleming is expected to make a rare public appearance at the Rusi think tank on Tuesday. In the speech, he will highlight Russia's losses in months of fighting, arguing that Moscow's forces are exhausted and that the recent mobilization shows signs of desperation.
"We know -- and the Russian commanders on the ground know -- that they are running out of supplies and ammunition," Fleming said.
"The imminent military victory of Russia, which their propaganda machine talked about, is far from over, and it is clear that Ukraine's bold actions on the battlefield and in cyberspace have turned the tide," Fleming said.
Focusing squarely on the Russian president, Fleming is expected to say that "due to little effective internal challenge, his decisions turned out to be wrong" and that he used "a high-stakes strategy that leads to strategic errors of judgment."
Fleming is also expected to address the future threat from China, according to previously released excerpts of his speech.
