The President of Ukraine, Volodymyr Zelenskiy, signed a decree on the entry into force of the decision of the National Security Council of September 30, which states the impossibility of holding negotiations with Russian President Putin, contains decisions regarding an appeal to NATO and instructing the government to work on increasing military and technical assistance to Ukraine, as well as a reference to sanctions response.
Decree No. 679/2022 of September 30, published on the President's website, puts into effect the decision of the NSDC of September 30 "On the actions of Ukraine in response to the Russian Federation's attempt to annex the territories of our state in order to ensure the security of the Euro-Atlantic space of Ukraine and restore its territorial integrity."
The decision, in particular, states that the NSDC "decided to state the impossibility of conducting negotiations with the President of the Russian Federation V. Putin."
It was also decided by the decision of the National Security Council to approve the text of the joint address of the President of Ukraine, the Chairman of the Verkhovna Rada of Ukraine and the Prime Minister of Ukraine to the North Atlantic Treaty Organization. Zelenskiy announced the decision on the application for accelerated accession to NATO after the meeting of the NSDC on September 30.
Also, by the decision of the NSDC, the Cabinet of Ministers is instructed to "prepare proposals for a multi-level security system based on Ukraine's multilateral and bilateral agreements, aimed at bringing the defense potential of Ukraine to a level that ensures a guaranteed repulsion of the armed aggression of the Russian Federation, strengthening military support for Ukraine in terms of building up its defense capabilities, promoting development of the defense-industrial complex and a significant increase in the scope and volume of individual and collective training of Ukrainian servicemen".
"In the conditions of escalation on the part of the Russian Federation, the Cabinet of Ministers of Ukraine should ensure the strengthening of Ukraine's defense capabilities by increasing the supply of military and technical assistance to Ukraine," the NSDC decision reads.
The decision also recommended that the Verkhovna Rada speed up the adoption of relevant bills regarding appropriate sanctions and other responses to the escalation by Russia.
