Minister of Foreign Affairs of Ukraine Dmytro Kuleba believes that a special program should be created for Russian soldiers who refuse to fight in Ukraine. He stated this in a comment to the Reuters agency.

 The diplomat noted that if one Russian soldier lays down his arms, it will save the lives of Ukrainians.

 "The message: save yourself and run. Lay down your arms, surrender to the Ukrainian forces and get the opportunity to start a new life. I am sure that this offer is worth it, because even if one Russian military man lays down his arms and decides to leave, it means Ukrainian lives saved and peace coming closer ", - stated Kuleba.

 Kuleba also called on the EU to introduce a visa ban for Russian tourists and other categories. According to him, such a step will be "an adequate response to Russia's genocidal war of aggression in the heart of Europe, which is supported by the majority of Russian citizens."

 "The time for half-measures is over. Only a tough and consistent policy can bring results.
